Baile started in March 1993 as Liaoyang Baile Health Care Product Factory in Liaoning, northeast China. It is now Liaoyang Baile Health Care Products Co., Ltd., led by chairman Chen Xueliang. The factory sits on Liaoan Road in Shoushan Town, about 40 minutes from Shenyang's airport. Baile says it exports to more than 60 countries, including the US, France, Germany and Spain.

Unlike many contract factories, Baile designs and sells under its own names. It started with the BAILE brand, then added Pretty Love, Crazy Bull, MR·PLAY and POWER. Its in-house designers are credited on its Red Dot and iF certificates. Chen Xueliang is the named inventor on two US vibrator design patents from 2012. Design awards and registrations

Two Pretty Love toys have won major international design awards. The Pretty Love Hammer received a Red Dot Award in Product Design in July 2018. The Pretty Love Edwin won an iF Design Award the same year, in the Product discipline. Both certificates name the same in-house team: Shen Wang, Yaobin Wang, Haisong Pang and Kequn Huang.

The brand names are registered too. In the US, PRETTY LOVE, the P PRETTYLOVE logo and MR PLAY were each registered in late 2019 for sex toys and massage apparatus. In Canada, the MR PLAY star logo was registered in 2021 and runs to 2031. Baile also says it won a bronze prize at China's 9th National Invention Exhibition in 1995.

Baile publishes two lab reports on its own site, both from Shenzhen EBO Testing Center. The first is an EMC test to EN 55014-1 and EN 55014-2. Those standards check that a powered product does not cause, or suffer from, electrical interference. The massager models tested passed in January 2020.

The second is a RoHS check under EU Directive 2015/863. It tested parts for lead, mercury, cadmium, hexavalent chromium, flame retardants and four phthalates. The samples complied. Both reports cover the models listed inside them, not every Baile product. Baile has not published body-safety tests for its soft materials, so care matters more for TPR and TPE pieces.

Materials and build
